This issue is already fixed in the control package by a complete restructuring
of the code with commit
https://sourceforge.net/p/octave/control/ci/11d796553584a40b1d1f0c380784fa0916fedca9/
in the stable branch. This commit will be included in the next minor release
of the control package.
