Follow-up Comment #23, bug #63809 (project octave):

are you able to run octave in non-gui mode?  if you don't have installed
shortcuts, open a CMD prompt type

cd C:\Octave\octave-7.3.0-w64
octave-launch --no-gui

and let us know what happens
