Follow-up Comment #6, bug #63802 (project octave):

oh ok, matlab doesn't seem to have an arbitrary movfun to compare against and
all the simple mov fns they have follow expected class in=class out for empty
and non-empty inputs (no outtype option even for those functions where the
non-mov version has it). So i guess we're free to do whatever makes sense
here.

but there are definitions for consistent operations on empties, some of which
can result in non-empties [1]. after discovering that I started trying to pay
attention to empty size handling and typing, even though it definitely falls
under a fairly extreme corner case
