Follow-up Comment #34, bug #63930 (project octave):

I might be missing the point. But why are you expecting less issues when
converting a UTF-8 stream "on-the-fly" to UTF-16 compared to any other target
encoding? The "end of buffer" issue would be exactly the same afaict.
Or are you voting for changing the internal representation of char arrays in
Octave to UTF-16?
