Follow-up Comment #1, bug #63973 (project octave):

What is the output of 

__mfile_encoding__

for you?

If it is something other than UTF-8, try this command before you run your
usual code:

__mfile_encoding__ ("utf-8")


If that works, then this is likely another manifestation of an encoding
conversion problem that is being actively fixed.
