When starting, the command window appears to have a (vertical) scroll bar, but
as soon as I try to scroll, the scroll bar disappears and scrolling becomes
disabled. 

Other windows (Workspace, Command History etc.) have scroll bar and scrolling
works OK.

- GNU Octave 9.2.0
- Microsoft Windows 11 Business
- Laptop with (I suppose) integrated graphics hardware Intel Iris Xe Graphics
