I get this type of problem consistently (using WinXP, but not Win2k).
I was linking some windows (MFC based) dll to octave-2.1.49. The link
worked fine, but if I then tried to open anything else (gnuplot, pipes
to shell, editor, etc.) I would get this error.
Not that this help's you, but its some more data.
