Yes the PROJECTS file is probably not current even though we did try
to clean it up recently.  Even the lists of projects for 3.0 that have
been posted to the maintainers mailing list are probably out of date
by now.

If you want to participate, then join the lists (bug, maintainers) and
start there.  If there is some feature you think should be
implemented, discuss your ideas on the maintainers list and work on
it.
