And what does "recognized" mean? :D
AFAIK, Khronos also publishes and maintains OpenGL and a couple of
other standards, so I suppose it qualifies.

"halfway working" would surely not be enough, but otherwise this seems
allowed if the standard satisfies the GPL demands.
