xalloc.h did not copied to ../libgnu directry. (Develpment Branch)

Hello
I have ben trying to build octave -3.3.50+ (development branch
http://www.octave.org/hg/octave)
The previous 'glob' problem has not been solved yet

I have met a new error on the

xalloc.h is not copied to ..../libgnu directory in my working directory for the
building.
(Now I am using a working directory fou build.
I have manually copied 'xalloc.h' from ..../gnulib in the source directory to
.../libgnu in the
working directory for building.
After that, the error does not occurred.
Is the fact that xalloc.h is not copied tto .../libgnu intentional?
