available_backends() and fltk

All,
With a recent tip when I run available_backends() I only get a listing for
gnuplot. 'fltk' is available and only after I switch to it with 'backend
fltk' does it show up in the list of backends. Is this the desired
behavior? It might be, but it does make it hard for a user who has to
guess what backends might be available.
