'winopen' implementation

Hi All

I don't know if there is interest in this function of fairly limited
use. Basically, Matlab seems to have 'winopen' (only on Windows for some
strange reason) which opens a file in the preferred application (text
files in your default text editor, odt-files in OpenOffice, ...).

The attached file implements this function. I have only tested it on
Linux, so I don't really know if it works on Windows / Mac, though
Google seemed to suggest that it should work...
