Google Summer of Code 2012 has been announced:

I think Octave can probably be an independent organisation for 2012.
Last year we participated under the GNU umbrella, but I think we have
enough momentum to be on our own.
To this end, we need to start considering how to write our application:

This is all pretty easy. I can handle most of this, including being
the manager. However, I require a back-up manager. Is anyone
interested?
Additionally, although we have a Projects page, it's a good idea to
start polishing those into something more bite-sized for interested
students. We need to specify the kinds of skills necessary to tackle
specific projects and start to identify the ones that are reasonable
for a GSoC.
