What is the output of `llvm-config-3.0 --includedir'? Is
llvm/LLVMContext.h in that directory?

/usr/lib/llvm-3.0/include

and

LLVMContext.h is in

/usr/lib/llvm-3.0/include/llvm

what should I do now?
