A simple workaround is to manually set the locale by using these two functions i have implemented: https://savannah.gnu.org/patch/?7924 IMHO, locale support is to be progressively added, no matter if it breaks code. Bugs will be fixed as they appear, this is natural. ;)
I few weeks back I suggested it is a good idea to write bug free code as best as possible with no FIXMEs before introducing it into a project. Otherwise there is a blossom of bug reports to sort through and disruption for other developers.
Unless someone comes forward to fix the bugs within the source tree, I'll go along with Rik's option of reverting the changeset and leaving a patch on the patch tracker until it is tested.
