They are not out of date. They are meant to be instructions on
building the stable version because that's what users will be
building. This makes sense specially on the manual which you linked.
That's the manual for version 3.6.4 so it should have instructions in
building it. The Debian page on the wiki is also up to date. It has
the instructions the current stable versions at the top, and the
development version at the bottom.
Users building the development version should follow the developer
instructions (http://www.gnu.org/software/octave/get-involved.html)
which say "If you decide to use the development sources from the
Mercurial archive, please read the file etc/HACKING that is available
with the source files."
