Your change disables the normal "install" target. Did you check that everything still gets properly installed? I think this will actually only install the HTML doc and not the rest of octave. The safest way to handle that is to specify all the targets you want, and not rely on some internal dependency, which may disappear in the next octave version. You should specify the 3 targets explicitly: install install-html install-pdf.
