Yeah, I have no gnulib-hg subrepo at all on my clone.

I don't remember if this has been mentioned on the list, but I use the
following hgrc snippet:
[subpaths]
.*/gnulib-hg = http://www.octave.org/hg/octave/gnulib-hg
to map the gnulib-hg subrepo to an absolute URL on savannah. This
doesn't help with the first clone, though, you have to do as you
suggested above.
