Help inspecting interp patch

Could someone with an understanding of interp1 take a look at the patch
submitted here (https://savannah.gnu.org/bugs/index.php?38948)?

The patch solves the original reporter's problems, and doesn't cause any
new failures in 'make check', but no one on the bug report said they had a
complete understanding of what was happening and why the patch worked.
