closing Octave-Forge svn repository

Hi everyone

For the last 3 years we have been moving individual packages from the
monolithic svn repository into individual mercurial repositories.

There's only a couple left, many of them unmaintained.  We plan to finish
the move over this week.  After that, we will close the svn repository.
If you have a special reason why not to move a specific package, let us know.
