I am not sure about this, I think you you should ask on the SOCIS google group

On the other hand I would personally recomend against making two different
proposals,
I would rather suggest that you carefully choose one topic for your project,
maybe
discussing it on the list beforehand, then stick to it and work on making the
proposal
as strong as possible.

I would say the same tips apply to SOCIS as to GSOC.

proposal.
