Hey Avinoam,
I just wanted to let you know that, I submitted GSoC-18 proposal to address
similar problems, specifically for chebfun.
So, if my proposal for GSoC-18 would be accepted, then I will probably fix a
part of these issues. And I guess fixing the bugs for one external library
would be a great help here. As, mostly we encounter similar bugs while using
any such external library.

Dear Maintainers,
There are some Octave bugs that prevent the usage of external packages (such
as chebfun or mexopencv). Some of them are:
1. Bug #51709: Creating function handle to static methods [1]
2. Bug#39257: handles to nested functions are not yet supported [2]
3. Bug#51960: mex or oct function in +package directory that shadows Octave
function only works once [3]
(bug 3 is also reression wrt 4.2.2).
I have changed their severity to "4-Important", and I hope they will be
fixed before 4.4
