The new build-aux/inplace_edit.pl script is not included in the
tarball, hence documentation rebuild fails. I guess it should be added
to EXTRA_DIST in build-aux/module.mk.

That was an oversight.  This was fixed on the development branch, but the change was not backported to stable.  I did that here (https://hg.savannah.gnu.org/hgweb/octave/rev/026133abb177).
