Help with bug #31626

Dear Maintainers, 

bug #31626 [1]  "lsode: patch to make Jacobian types of dlsode.f
accessible",
is one of the oldest open bugs.
There is a patch submitted, but this patch can no longer applied.
The patch sender askes (comment#3) :  "Before updating the patch, I'd need
an indication that the patch, once properly tidied up, will actually be
allowed to be applied."

Can you answer this question? if the answer is negative, the bug should be
closed as "Won't fix".
