Signal version 1.4.1 is done as far as I'm concerned, it's just waiting
on an Octave Forge admin to review it, tag it, and post the archive.

If you need a working snapshot of 1.4.1, you can get that from revision
f050d888e7ef of the hg repository. You can call that a release candidate
if you need it now.
