no, the USB download only works through a direct USB connection. You can use
the XBee only for telemetry.

The /dev/paparazzi/xbee is generated by an udev rule if a Maxstream USB vid/pid
is seen. You can try /dev/ttyUSB0 or wherever your modem appears or add your
USB vid/pid to the /etc/udev/rules.d/10-paparazzi.rules in the Maxstream area.

This looks as if there is no USB modem connected? What modem are you using
here, what does dmesg say if you plug your USB modem?
