Chris,

I would take a look at your modem settings.  If you have it on 
broadcast, or have an excessive number of retries, you are going to eat 
up most of that 9600 baud bandwidth with overhead.  I would suggest 0 
retries and making sure it is running in addressed mode.  I suppose it's 
possible that the joystick is pushing the uplink over some limit which 
is triggering retries?  or perhaps the GCS-side modem is in broadcast?  
Or it could be something else entirely.
