Dear Prateek

Where are you measuring this 4 volt?

It is possible that the TI SMPS  PTH08080WAH on board may have failed
and is not providing power to the tiny, check the output of this SMPS,
it should be a 5volt out. In case there is no output you could inject
5V into the board at the SMPS output and see if the board Led lights

Also check the output of Lm3940, if its giving 3.3 v out

Check the input wiring and the connectors for any breaks etc from the
power source
