ITOW is milliseconds since Sunday 0:00

305873.250 / 86400 = 3.54 (3 = Wednesday)

0.54 * 24 = 12.96 (12:xx:yy)

0.96 * 60 = 57.88 (12:57:yy)

0.88 * 60 = 53 (12:57:53)

15 leap seconds from 1980 until today
http://en.wikipedia.org/wiki/Leap_second

53 - 15 = 38 (12:57:38.250)

the other way around (not using leap seconds)

    Dear Henri,

    thats an issue with the leap seconds reflected in UTC
    http://en.wikipedia.org/wiki/Coordinated_Universal_Time

    GPS overall time has started in the 80s and does not count for them.

    Should be a searchable issue...
