Okay I tried a newer source code. and it compiled correctly. now I have a 
problem flashing the bootloader. It gets through clearing sector 0 to 
invalidate checksum. then it gets through sector 1 but has an error when it 
tries to flash sector 0. the error is error 7.

Which distribution, packages and source code are you using ?
It seems you have a recent cross-compiler installed with an old source
code. Or no cross-compiler at all. Then install paparazzi-arm-multilib.
