With a catapult launch, it seems like the throttle should be going to 100% but 
it only goes to 70%.  what is limiting it and is there an easy way to change it?

FYI. There are now defines generated for the frequency and period of
all module periodic functions.
http://paparazzi.enac.fr/wiki/Modules#In_the_airborne_code
It would be good to use those to set the delay in seconds instead of
in counts to make it work with different module frequencies and easier
to understand.
