which Xbees are they?  If they are the 900 or 868s, you could be pushing too much data in the downlink to get the uplink to work.  I needed to go into the telemetry.xml file and slow a bunch of the rates down when I had a set of the 900 XSC XBEEs.

Even with a good xbee you can have e misconfiguration.
My xbee have same problem some time ago.

To change setting or change waypoint i need to apply 10 or more times to PPZ accept the command.
