If your NEO module has EEPROM, you might be able to store the config there 
(instead of FLASH). This works for me, but your GPS might be different. I use 
"same as LEA-5" manual config, except with UBX->CFG->RATE set to 200ms (not 
250ms, like a LEA module).

If your gps does not have EEPROM, then you might be able to use battery backed 
RAM, but it could be a bit tedious if you can't maintain it and have to keep 
resetting it. In that case you are probably better off using the 
gps_uBlox_center module.
