Log message:
        * uses $(MAKE), just in case.
        + checks for existence of tarballs and asks what to do.
        + tighly tied to gnue's Makefile (in fact, the tie is in the other
        direction).
        * moved target 'all' to 'release'.
        + downloads and uploads the whole file site.
