Summary:  Nonactive project disapeared

Original Submission:  There is no list of inactive projects, like for active 
and archive. So, it is inpossible to edit its properties. But such (inactive) 
projects are visible in selection lists in jobs and work hours. Also users, 
that are not project admins can add projects, but with identical efect - 
project is visible only in selection lists independly form project status.
