try changing the function call on line 328 to parse_str() instead of 
phpgw_parse_str().

You could also consider using anglemail which has many fixes to the phpgw mail 
client.  see http://www.anglemail.com

I get the same error using 0.9.13.018, on any filter set up
Using Linux 7.2
