I have the same problem with RedHat 8.0, Apache 2.0 PHP4 ???
Anybody any ideas?

once I have entered the inital information in 
phpGroupWare version Setup III  I goe the following 
error when I attempt to go any further; 
 

Warning: Failed 
opening '/phpgwapi/inc/class.Template.inc.php' for 
inclusion (include_path='.;c:\php4\pear') in 
c:\web\phpweb\phpgw\setup\inc\functions.inc.php on 
line 48

Fatal error: Cannot instantiate non-existent class: 
template in 
c:\web\phpweb\phpgw\setup\inc\functions.inc.php(72) : 
eval()'d code on line 1

Your help would be appreciated.
