Hey Michael,
So you want a ui widget for this? Would this be provide
sitemgr style ACL controls? I think this would be good ...
it could even just be a flag for admin manage cats.

If an application has to associate specific data to
categories, it has to construct an interface separate
from the editing interface in admin. I think, from a
usability standpoint it would make sense, if instead,
applications could hook their specific interface
elements into the admin interface: Users would get
accustomed to a standardized interface for editing
categories, and it would be possible to view and edit
everything related to categories in only one place.
