Summary:  fudforum does not add forum member when phpgw user is added

Original Submission:  fudforum creates all existing phpgw users as members when 
it is installed. but it does not add new forum members when a phpgw user is 
added afterwards (with fudforum installed).
Consistency checks and other fudforum admin options don't help either.
maybe user update code from setup could be run every time the fudforum admin 
page is opened.
