Dave was right yes, but it's cleaner to add it to phpgwapi/setup/phpgw_lv.lang
file, and then use the setup module of phpgroupware to add missing translations.
BTW, if you have latvian translations to share, add patches with phpgw_lv.lang
files to savannah and we'll put them for other users !

I can add new translation - it's OK
I can switch language in my preferences - OK
Login screen change switch to property language messsage, but page encoding
still in Western (charset=iso-8859-1). This is smallest part of problem.
Main screen meta tag is:
http-equiv="Content-Type" content="text/html; charset=charset*
The charset is * !!! i.e. nothing or any ???
I think - somewhere no have appopriate records (substitutions) between language
name and charset. For my problem it can be like this: Latvian = iso-8859-13.
Does anybody can ansver WHERE ?

Thank's - this is right way. Only ... helps when I add this string directly in
MySQL database.
Now no problem with my charset, Thank's a lot!

You need an entry charset in phpgwapi/setup/phpgw_lv.lang
Like so:
charset[tab]common[tab]lv[tab]iso-8859-13
I am not a translations expert - so I have assigned this to our i18n coordinator
