According to the MSDN docu LC_MESSAGES seems to be defined in the C++
version of setlocale(), which should be defined in the header file
<locale>.

The real fix is to get gettext/libintl up and running under Win32, the
Games/Pingus/intl/ directory contains the code for libintl and looking
at the source a bit it seems to be compilable with Mingw32, no idea if
it works with MSVC6 or 7.
