Yes

Exactly: "You may charge a fee for the physical act of transferring a
copy", which IMHO means not only physical cost of media, packaging, docs,
but also cost of "willingness" to distribute. You may charge any cost you
want, not only physical cost of distribution. But you're right, it is a
fee for distribution, not for work itself.

What about "as a part of Pingus _anywhere_"? Not only in linux
distribution.
