[PATCH] gnulib: sync with master

With this sync, we gained the new two-step bootstrap process, and so,
autopull.sh (downloads submodules) and autogen.sh (bootstraps out of them).

Evening,

This patch updates poke to the latest Gnulib, as well as splitting the
bootstrap process in two (see message).

The patch is mostly mechanical changes, save for the ChangeLog and
bootstrap.conf, both of which were edited by hand.

Bootstrap-distcheck'd on x86_64-pc-linux-gnu, and it appears to work. I
encourage also giving it a local test with your normal workflow before ACKing,
though; I work somewhat unconventionally ;)

That said, OK for master?
