ONEWAY checked in.

I've just checked in the implementation for the ONEWAY command.  I've
tested it pretty thoroughly, so I don't think there are any buglets
left.  If anyone finds one, let me know.

I've not implemented the POLYNOMIAL subcommand or any of the POSTHOC
tests --- if anyone deperately needs them let me know, and I'll see
what I can do.  Apart from that it's complete.
