I have now implemented this suggestion and checked it in.
It was easier to do so than I expected.
It would be a good idea to make the GUI libraries a set of
optional functionality that we report via this mechanism, but I
didn't actually do that.
I also cleaned up the rest of configure.ac somewhat.
