This is a very kind offer.

However I had a look at what appears to be the primary web page for
OpenStat http://www.statpages.org/miller/openstat and I noticed the
words "The program is NOT to be used for commercial purposes". 

This restriction is incompatible with the General Public License under
which Pspp is released.  We can only use code which is in the public
domain, or with a GPL compatible licence.   So you would need to
change this before we could use your code.
