Simple question about emacs

Hello,

I'm starting to use Emacs as my main text editor. Being a Vim user for
about five years I'm still a noob on emacs.
On pspp source folder there is an pspp-mode.el, which I suppose that is an
major mode from emacs.

My simple question is: how do I tell emacs to use it?
