New PSPP announcements list

I've created a new mailing list for announcing new PSPP releases,
including test releases and binaries.  This is by and large a
read-only mailing list; discussions will remain on pspp-dev and
pspp-users.

Please subscribe if you want to get updates on PSPP releases.  I
don't intend to send these updates to pspp-dev or pspp-users now
that the announcements list exists.
