This should have been fixed in commit 665bff371 "sys-file-reader:
Variable attributes record uses long variable names." Indeed,
when I try reading the file that you attached using current
"master", it reads just fine.

I usually look at them either in a hex editor or using the
dissect-sysfile utility included with PSPP.
