Call for testing MSWindows package & call for testing: non-ASCII file names

In connect with Ben's call for testing the non-ASCII files names I
build a new MSWindows package today so this can be tested.

However I also build this package using another OS (openSUSE 11.4),
and a complete new toolchain. Anybody who has time and a MSWindows
machine available please try the package and respond whether it works
or not.
